Question:
I always get an error message "-2146697208 The download of the specified resource has failed." My internet connection works.

Answer:
You might have set "Work offline" in some Microsoft product, for example Windows Media Player or Internet Explorer. This affects other MS products also, and the Windows Sidebar is based on Internet Explorer...

Tip:
Switch off "Work offline."
